What is the rate of royalty charged by PPPB to concession holders who are granted approval?

Export Market:
– Pasir sungai (RM 6.40 /m³)
– Pasir muara (RM 2.00 /m³)

Local Market :
RM 1.60 / m³ (Royalty to PDT is not included.)

What is the rate of Temporary Occupation License (TOL) charged by PDT to each concession holder?

RM3,500 / hectar

Which form is used for new applications?

Borang Permohonan Kawasan Konsesi
Companies can obtain the Borang Permohonan Kawasan Konsesi to be completed along with the documents listed in the checklist and a management fee of RM200, and then submit it to the Operations Unit, PPPB.

What are the conditions that must be complied with by each concession holder?

Each concession holder must comply with the terms of the Temporary Occupation License (TOL) approval as stipulated in the PPPB Special Permit Attachment C, referred to in the offer letter issued by PPPB to each concession holder.

Who is eligible to apply for PPPB concessions?

Applicants interested in operating a concession must be registered with the Companies Commission of Malaysia, either as a private limited company or public limited company with a minimum paid-up capital of RM100,000.00

What is the form of coordinated plan that each applicant needs to prepare?

Applicants need to submit a Pre-Comp coordinated plan from a certified land surveyor / Google Earth plan.

What types of payments can be claimed and refunded if the concession is not interested in operating in the following year?

 The following funds will be refunded if there are no damages or outstanding amounts by the concession holder:
 1) Wang Jaminan PPPB
 2) Deposit Jabatan Pengairan dan Saliran (JPS)
 3) Deposit Jabatan Kerja Raya (JKR)

What action will be taken if the concession holder illegally extracts rock materials (sand)?

If this happens, Operations Control Unit (UKO) will impose an immediate fine without any notice.

What is the allowed time for sand material upload operation?

The allowed duration for sand material upload and transfer operation is from 8.00 am to 6.00 pm (10 hours). For the purpose of overtime work and operation on Sunday or public holidays, a written application must be submitted in advance to the PPPB.

What are the requirements for applying for overtime work and operation on Sundays and public holidays?

Applicants are required to specify the specific operating hours according to the suitability of the area by stating the duration of operation and must attach supporting documents such as Purchase Orders and others.

Can local or export concession holders transport sand using waterways?

Yes. The relevant concessionaire must make an application to PPPB to obtain approval from the Royal Customs Department (through Form K2 and K3).

“What should be done if there is an excess of production?”

If there is an excess of production, the relevant concession holder is required to declare it to PPPB along with payment of additional royalty fees.
